Pick your image to gloss. I will use this...
Then on the top nav bar go to image >> duplicate. You now have two copies of your image. :) On your new copy, go back to the nav and do filter >> blur >> Gaussian blur Set the radius to at least 1 to 3. I used 1.0. Don't put up such a high number or the glow won't work. Your blur result should look like the one on the right.
Step 2
Go to to the layer panel and change the layer style to overlay or soft light, whatever works best.
